The Regulation of Offshore Windparks in the Netherlands - The Dutch Government is developing a new legal regime for the establishment of offshore wind turbines. The need to develop offshore wind energy is based on the Kyoto protocol, by which the Netherlands must reduce its greenhouse gas emissions by 6 per cent within the next decade. This article describes Dutch wind energy policy and legal provisions applying to the construction and exploitation of wind turbines in the Dutch territorial sea and the exclusive economic zone.
