Environmental costs and power systems planning

This article reviews the methods used in power systems planning in selected countries, with particular reference to the treatment of environmental costs. A range of planning models used in power systems and energy planning is surveyed and the use of these models in a wider decisionmaking context is ...evaluated by looking at the other stages in the decisionmaking process and by examining how decisions are actually made on energy investment in France, West Germany, Sweden, the UK and the USA.
